THE DEFENSE PLANNING SYSTEM – DEVELOPMENTS AND PERSPECTIVES –

DOBRIȚOIU Corneliu

State Secretary and Head of the Defense Policy and Planning Directorate
Abstract
Like other former Central & East European communist countries, Romania has inherited a Cold War-type defence planning system, characterized by rigidity and excessive centralization, with an inadequate correlation between allocated financial resources and settled missions. To implement a new defence planning system was not an easy task. Although we had a model to follow, we also have to learn from our own mistakes. PPBES has provided the framework for institutional changes within the MoD with a clear division of responsibilities between civilian and military structures. Based on the lessons learned from the first PPBES cycles, we have managed to overcome the gap created by the lack of coordination between structures at horizontal level, as well as by an overoptimistic planning of a large number of objectives assumed without being co-related with the allocated resources. We have also learned to use a qualitative approach in shaping the armed forces restructuring and reform process, focusing on the development of capabilities that finally allowed us to be a credible and reliable partner for NATO.

THE IMPACT OF THE LATEST DEVELOPMENTS AT CONTINENTAL AND GLOBAL LEVEL ON MANAGING SECURITY WITHIN THE EUROPEAN STATES

Prince RADU HOHENZOLLERN-VERINGEN-DUDA

Special Representative of the Romanian Government
Abstract
Not only once in the European history security management has generated a consequential management of defense resources. Not only once, defense resources and operational capabilities have stamped the war fighting functions which have led to a specific conduct of military campaigns. And not only once in our global history, campaigns have modified and reconfigured political systems, democracies, societies and lives. Understanding the security environment in which we co-exist makes us aware of the situation and usage perspective of every single weapon, item of equipment and soldier we should put up front in battle.

INTEGRATED LOGISTICS SYSTEM

ILIE Ana Mona

"Carol I" National Defense University, Romania
Abstract
One of the fundamental components of integrated defense management is integrated defense resource management, and within them logistics plays, in my opinion, the most important role. We can speak about integrated logistics system (ILS), which has two subsystems: integrated logistics support and integrated logistics assistance. My references come from French sources, because in the French Armed Forces this system is functional. My proposals represent a new approach to the ILS within the wider context of the integration process. Many Romanian researchers agree with this vision regarding the ILS, and my wish is to demonstrate that this is a reality.

BUJOREANU Iulian

Regional Department of Defense Resources Management Studies, Brasov, Romania
Abstract
The increasing need for risk analysis in the Romanian society and government made possible the development of the scientific research in this direction. The authors bring to light the very essence of the need for risk analysis – the necessity for efficiency in the entire range of economic, social, political, legal, and any other sectors. If they want to spend the resources they dispose of as effective as possible, they should apply a uniform thought of framework, called integrated risk management framework that brings out both the common points and differences for each and every domain the government wants to address.

In Romanian Armed Forces, workforce is significant in their transformation process. POPA Vasile

Regional Department of Defense Resources Management Studies, Brasov, Romania
Abstract
Implementation of integrated information systems in order to manage Romanian defense units’ documents could be very useful for the Romanian troops involved in international activities. The actual documents management system is traditional and is based upon our defense ministry internal norms which are applied for any possible situation. Integrated management is a cultural challenge for our ministry of defense. This challenge demands all managers involved in defense to understand that their past experiences and competencies are not enough and are necessary new abilities in order to obtain an efficient leadership for Romanian military units involved in international missions.

THE RECRUDESCENCE OF INTERNATIONAL TERRORISM- POSSIBLE COSTS FOR ROMANIA

CONSTANTINESCU Maria

Regional Department of Defense Resources Management Studies, Brasov, Romania
Abstract
In the current international security context Romania faces new challenges related to the general increase of security risks. Romania’s NATO membership and its foreign policy and military decisions generate in this respect both an increase security in relation to an armed attack from another country towards Romania, but also the emergence of new risks and threats. One of the most important new risks for Romania is the terrorism, in the form of potential attacks against targets on Romania’s territory, but also in the form of various activities related to financing of terrorist activities through illegal activities on Romania’s territory. This increase in risks entails, besides the obvious security aspects, various costs for Romania (material, financial, economic etc).

THE CONCEPT OF ORGANIZATIONAL COMMUNICATION AND ITS RELATIONSHIP WITH AN INTEGRATED DEFENSE RESOURCES MANAGEMENT

CODREANU Aura

Regional Department of Defense Resources Management Studies, Brasov, Romania
Abstract
In order to understand the complexity of the defence organization within the context of its attempts towards implementing an integrated defence resources management, it is necessary to start from an analysis of the key concepts underlying the overall concept of integrated management. Consequently, this article aims at investigating the concept of communication from a two-fold perspective. First, it is to provide a broad outline of what communication is from the perspective of communication theories. Thus, once general terminological delineations are made and a model of communication theory identified as the incipit for a communication paradigm, a breakdown of the concept of communication into its main variables from the perspective of organisational theory is to be further carried out in order to set out the basic paradigm of prospective analysis of the plethora of meanings yielded by the overall concept of integrated defence resources management.

PĂUN Ilie

Regional Department of Defense Resources Management Studies, Brasov, Romania
Abstract
Human resource management is a term which, throughout the 1980s and into the 1990s, has become increasingly familiar to managers and management students. But a decade of familiarization has done little to clarify exactly what human resource management is, where it differs from traditional personnel management, and how important it will be for the future. In this paper, human resource management will be treated as a diverse body of thought and practice, loosely unified by a concern to integrate the management of personnel more closely with the core management activity of military organizations.

BUREAUCRATIC MANAGEMENT VS MANAGEMENT FOR PROFIT

POPA Brindusa

Regional Department of Defense Resources Management Studies, Brasov, Romania
Abstract
A plethora of literature that focuses on different aspects of bureaucracy resonantes the same note of Weber that the hegemony of bureaucracy will not diminish in the future. It is argued that bureaucracy is an indispensable element in modern social and economic organizations because the principles of organization management are founded on the basic tenet of bureaucracy, what is called by Weber rationalization. An intimate interrelationship exists between bureaucracy and democracy; an effective democracy cannot exist without an effective bureaucracy, not only in terms of the day-to-day administrative requirements of a modern economy and political system, but also in terms of safeguarding the nation from unbridled corruption and abuse of power by democratically-elected officials and their appointees.

Abstract
Defence and security fields in Europe and North America evolved starting with the ‘90s influenced by the rising new threats to security and multiplying of old ones. NATO has been playing a major part in reducing the security threats to its member countries and in promoting international stability and security. At the end of the ‘90s EU also has started developing its own defense and security dimension as a reaction to immediate or longer term threats and as a means of consolidating its economic and political stance on the international arena. Since NATO and ESDP share common areas of action - defense and security – and members, a quest for synergies have started ever since EU launched its policy in this field. The fluid nature of threats, the increasing interdependencies highlight that the interests of both organisations and of their members is to build upon institutional convergences and avoid competition.

Abstract
Recent threats as well as the use of biological agents by terrorist organizations against the civilian population have shown vulnerability towards these situations thus emphasizing the need for a strengthening of the capacity for an intervention in case of a bioterrorist attack. The complex training against the bioterrorist threat serves a double goal, namely it will serve for the detection of rare or unusual epidemic illnesses and will respond to industrial public health emergencies which may remind of terrorist events through their unpredictability and through their capacity to cause mass victims. The management of medical activities in case of a bioterrorist attack includes the completion of a plan for the specific medical reaction, the development of an appropriately equipped infrastructure and an incorporated system of epidemiologic surveillance.

The new Romania’s status of NATO member country places the simultaneously of collective and national territory defense between necessity and duty. In the actual geopolitical environment both collective defense and national defense represents the pillars of preserving the most important state characteristics: sovereignty, independence, unity, and territorial integrity. Also, collective defense is conducted to make up for internal vulnerabilities and to diminish their impact on national security. For Romanian army is very clear that national territory defense missions have the highest priority not only against some possible aggressions but also to prevent terrorist actions or crisis management.
